  1. Project area is currently designated for growth as Project District 9 in the Kihei Community Plan.
  2. The Project is consistent with the Community Plan.
  3. The Project will not rely upon water supplied by the County of Maui and will therefore not impact current source issues facing Maui County. 
  4. The Project has taken a leadership role in obtaining funding & designing the improvements to the Pi’ilani Highway. 
  5. Parks within the greater Kihei area will benefit from the park fees derived from the Project and make possible the development of regional park facilities to serve the families of Kihei. Park facilities will also be provided within the Project. 
  6. The Project embraces many of the attributes of “smart growth” by incorporating commercial, residential, recreational and open space elements within the Project. 
  7. The overall residential density of the Project will be less than surrounding properties and be set at a maximum of 2.1 dwellings per acre. 
  8. A maximum unit count will be limited to 1400 dwelling units.
  9. Land uses within the Project offer the opportunity to address public infrastructure needs such as a police substation, fire department and post office in the Wailea / Makena area. 
  10. An archeological program for the Project area will provide for preservation and interpretation opportunities for the resources found within the Project.  
  11. The Project will have a twenty-year build out allowing for the gradual absorption of population and development of infrastructure to be addressed on a rational basis.  
  12. The development of the Project takes place in an area which is appropriate for housing and recreational development. 
  13. The Project will create long term stability and economic strength for the labor. 
  14. The Project has incorporated bike and pedestrian trails into the land plan which will encourage residents to not use their cars while staying in the Project. 
  15. A self contained waste water treatment system will be incorporated into the Project treating waste water for use on landscaping and the golf course and further reducing the cost of local government. 
  16. The Project is not gated. 
  17. The roads within the project will be private but accessible by the public further reducing the cost to local government. 
  18. The drainage master plan for the Project will improve the near shore water quality in the south Maui area by detaining floodwaters and allowing for sediment and debris to settle and not flow downstream.
  19. The golf course will be using non-potable water for irrigation purposes.  
  20. Buffer zones separating the Project from existing communities and major roadways will be provided.
